ECA and DFI finance for data centres

Match official finance to an eligible project and its actual obligations.

Export credit agencies and development finance institutions have different mandates and products. The financing case begins with eligibility, development or export objectives, and the specific institution's conditions; official participation does not create a blanket guarantee of the project.

Separate export support from development finance

An ECA product may guarantee a bank lending to an overseas buyer of eligible exports. A DFI may lend directly, invest equity or mobilise other funding within its mandate. Check the institution, borrower, beneficiary and product rather than applying one official-finance label to the entire capital stack.

Build eligibility into procurement early

Review eligible countries, ownership, procurement content, sanctions, environmental and social conditions, and reporting requirements before fixing the supply chain. The UK Export Finance Buyer Credit Facility is an example of a product with stated export and borrower requirements. Availability and pricing require institution-specific review; a guide cannot establish project approval.

Keep commitments and disbursements separate

DFC's August 2022 release distinguishes an initial disbursement for Africa Data Centres from the larger loan limit. Yondr's May 2024 release describes an up-to amount for an IFC facility funding the first Johor phase. These are different financing stages, not additive evidence of all cash spent or capacity delivered.

Read the additional obligations

Trace conditions to effectiveness and each disbursement, permitted use of proceeds, monitoring, reporting and any lender consent requirements. Align these with construction and customer milestones. A longer financing tenor does not remove completion, currency, power-delivery or commercial risk, and may introduce a different reporting and compliance workload.
