What it does

The rule in brief

The Framework for Artificial Intelligence Diffusion (interim final rule of 15 January 2025) would have set three country tiers with caps on advanced chip exports and controls on model weights. On 13 May 2025 the Department of Commerce announced its rescission, instructed enforcement officials not to enforce it, and said BIS plans to publish a regulation formalising the rescission and will issue a replacement rule in the future.
