What it does

The rule in brief

Treasury's Outbound Investment Security Program requires US persons to notify, and prohibits some, transactions involving persons of a country of concern engaged in semiconductors and microelectronics, quantum technologies and AI systems. On 26 October 2026 Treasury proposed regulations implementing the Comprehensive Outbound Investment National Security Act (Title VIII of the Defense Production Act), carrying over definitions and concepts from the current rules and adding applicability dates.
