AgNes: reform of electricity network charges
The Bundesnetzagentur is redesigning grid charges: large consumers would pay a capacity price per kW, and the band load discount continues for existing users to 2031.
Consultation Draft framework decision consulted from 6 August 2026, comments due 18 September 2026. The framework decision is expected in 2026, follow-up decisions in 2027, with the new rules applying from 2029.
What it does
The rule in brief
AgNes (Allgemeine Netzentgeltsystematik Strom) will replace the network charge rules in the StromNEV, which lapse at the end of 2028. Under the Bundesnetzagentur's position of 27 May 2026, consumers using more than 100,000 kWh a year would pay a capacity price in euros per kW per year, with a surcharge for use above the booked capacity. The individual network charge for steady, high-hour use (the band load rule) would continue for existing customers until 31 December 2031.
